I see 3 points:

1) on my parish it works well, the deadline is respected

2) it is likely that with your user rights you can override this deadline; I invite you to check the problem using the application form, like any parishioner. You will then have real visibility on the delay.

3) if it is a bug you are in the wrong place you should report it to support and not in the evolution requests.
